Transfer of membership of society flat

I bought a property (society flat) in the year of 2005 on the basis of registered agreement to sale at Delhi from the original alloty.Since there has an Administrator been appointed I apply for the transfer of membership in Register office(new delhi)on july 2011 ,whether I am able to get the membership.

An agreement to sale does not passes any title in you.However you can protect your possession,if handed over on agreement to sale under doctrine of part performance.
