My Father in law has a house on pagadi system in Dadar, The land lord is issuing the rent receipts in his mothers name, till now. He has been living there last 60 years, presently he & his unwed daughter is staying there, all other brothers & sisters have moved out more than 40 years ago. Now he wants to sell the place & move elsewhere. Do we have to get the NOC of all the other brothers & sisters? to sell the place.

your question is not clear, you said the house is pagadi, and the land lord is plan to sell, who wants to sell the property, r u mean your brother in law and sister in law permission, What purpose to get noc from other brother and sister?
IF the case the land lord is like to sell and ask you to vacate then you can get stay order for eviction,

My fateher-in-law plans to sell, since the rent receipts are in his mothers name, does he have to get the NOC from his brothers & sisters to sell ?

first get rent receipt transferred i name of father inlaw after obtaining noc from brother /ssiters . then he can relinquish his tenancy rights in favour of purchaser .
