While searching Google for some citation as pertaining to an issue of my concern I found one given by Bombay High Court. I have seen in many cases councilors while arguing the case in Madras High Court relied upon decision on ones of other High Courts. Should the citation be of higher courts than the one where the petition is filed?

not necessary . if judgement is given of another high court it has persuasive value . supreme court judgements on issue are best but if we dont have judgement of SC on issue then other HC judgements can be of great help
