Whether application for transient bail can be filed before high court

(Querist) 20 September 2012 This query is : Resolved 
Sir, My family and I9 residents of delhi) were given Anticipatory bail u/s 498-A/406 by session court of Punjab for fixed period of time with direction to file the regular bail before judicial magistrate of their area .When we have filed the regular bail application before magistrate, the police have opposed our application and the matter is fixed for next hearing
Our problem is that state police is delibartely delaying the court proceedings so that we may get arrested after stipulated period of time

Whether transient bail application can be filed so that stste police cannot arrest us from our residence ?
Can we file the transient bail application before the High court of delhi, so that in case if we denied regular bail we may be allowed to approach before the Appellate courts

Let the order be first passed in lower court, then only go for other options.

Thanks for message..But I am sorry to say that there is much hard corruption there in lower courts and they are deliberately delaying the small issue..In case if we neither received nor get rejected by lower court..whether its advisable for transient bail after expiry period of time?
