Disolation of existing provisional committee

5th November, 2012. Dear sir/Madam,
In my son's society , during April 2012-Builder has called a general body meeting and tried to hand over the charge to the provisional committee, which was selected by nominating the members
Provisional committee has not taken any action nor kept transference in their working. No communication by them with members as well there was no proper dialog with the builder due to adamant behavior of 2/3 members. As a result of which builder is not ready to hand over the charge to the existing provisional committee. These members have also retained few documents with them, which they may not give it to new committee.
We, (members) have made lot of efforts to bring them on a right path but all efforts are in vain. Due to their adamancy society is losing legal revenue towards non occupancy charges & transfer fees.
Out of 9 members, 6 members are not eligible to be there as per by-laws.
What action do you suggest to dissolve the provisional committee and to appoint new committee?

complain to Registrar and have adminsitrator appointed for the society
