Unregistered ownership flat association

The Flat Owners Association (forms in the year 2003-2004) is not registered with the competent authority of state Of Gujarat.

Can Unregistered Association impose to follow bye laws on the flat owners?

Registered or unregistered no rule of Association could violate the Rule of Law of the land.
