Consumer or not

Dear Sir,

One of my friend is pursuing his professional degree from a university from last two years and now the university is withdrawing the same course by providing execuse thet "We have not sufficient student to carry on the same course and you may opt for any other course offer by the University".

Now what we can do?
Can we move towards consumer forum?
One more things i would like to clear, whether a student would consider as COnsumer towards university or not?

Education as such does not come within the perview of the consumer protection act.

But under following situations a student is a consumer:-
« A candidate who pays fee to a university for appearing in examination is a consumer;
« A candidate applying for revaluation of examination paper is a consumer;
« Student of an educational institute is a consumer;
« A candidate applying for a degree certificate is a consumer.

RIGHT OF CONSUMER:

The consumer has the following rights:-
« the right to be protected against the marketing of goods and services which are hazardous to life and property;
« the right to be informed about the quality,quantity,potency,purity,standard and price of goods or services so as to protect the consumer against unfair trade practices;
« the right to be assured, wherever possible, access to a variety of goods and services at competitive prices;
« the right to be heard and to be assured that consumer's interests will receive due consideration at appropriate for a;
« the right to seek redressal against unfair trade practices or restrictive trade practices or unscrupulous exploitation of consumers and
« the right to consumer education.

Mr. M Bhadra, As you have mentioned that "A candidate who pays fees to a university for appearing in examination is a consumer".

Please clear one more thing that, what does here means for payment of fees for examination to university, Is it means only paying fees to make attempt for occasionally conducted exams or for paying fees for pursing any specific full fledge offered by the university.
