WATER PIPE LINE OUTLET MUST BE COMMON.

WATER TANK OUTLET should be connected to all Flats equally.

One cannot connect his personal water tank directly to common water tank.

Object to it and get disconnected. All facilities must be equal to all.
Otherwise remove valve , so that upper floor flat owner cannot close it.

Demand Equal supply of Water .
Stopping anybody's water supply is an offence. Essential commodity. Equality to all members is provided in Law.

Sir,

Which penal code applied in this offence
Raj Kumar Makkad (Expert) 12 June 2013
It is not wise to search or apply penal code for this purpose. You all may ensure no valve is plied in main line. Get it removed so that the upper flat resident may not disturb flow of water from upper side to lower side at any time. Disconnect his connection from main line as he is personally availing the private facility without permission of your society.

I know it is criminal offense. Since as advised by Mr Makkar I do not advise on this issue.
