Settlement to employees on closure of factory

dear sir,
iam working in an proprietor concern which is running profitably till date , the owner suddenly wants to close of the factory on 30th sep 2013. till now he has not comeout with any offer for the employees. in such case what is the rule for full and final settlement for the employees.

file an application before company law board!

but he had not given any notice in writing...only he announced the closure dated as 30.09.213
