The case has no merit.
Dr J C Vashista (Expert) 17 January 2014
Pay the tax and get the certificate, it is not a consumer case
Rajendra K Goyal (Expert) 17 January 2014
Agree, pay the tax and get the service / work done.
P. Venu (Expert) 17 January 2014
Municipal Taxes is with reference to the property not the person, that too deceased. It is highhanded if the Death Certificate is withheld for an unconnected reason.

It is not a consumer case, but the matter could be taken up with the designated Competent Authority or appropriate Court of Law or Tribunal.
T. Kalaiselvan, Advocate (Expert) 17 January 2014
I agree and endorse the views of expert Mr. P.Venu on the subject.
