Family dispute

My sister was got married with a person . After marriage her in-laws, three sister-in-laws in which two were married that time gave her vary much torcher and bitten her each day for money. After some time they shifted at place A for job. But her husband was very lazy, adamant and greedy person. He never performed his job for more than 2-3 months any where. They stayed there near about 10 years at place A. my sister was doing private job since marriage because they all compel her and only from her salary there day to day expenses were bearded. In between she gave birth two children 1st daughter now 6 years old and 2nd son now 3 ½ years. Near about 2 years ago she got a job in private bank and posted at place B. since then she lived there, her husband is living ideal at her matrimonial house since last two years with his mother . Now he captured her son and taken away at her matrimonial house since last two years. And threatened that he will also take away her daughter and left her alone. They always harassed my sister for money and beaten her almost everyday, he always drunken and attending parties and always beaten my sister and asked her to tell her father for money two three time money were also given by my father by way of Demand Draft and cash in the name of her father-in-law, her sisters-in-laws and her husband.
Now my question is what remedy should be done by my sister. Now she do not want to live with him anymore. But she is feared about her children custody as son aged 3 ½ years is already with his custody and any time he captured her daughter also.
Now she wants to take strict action against all of them. And do not want to lose her children custody anyhow. She wants to come at her father’s house and wants to take strict action from here.
Pl. suggests the all remedies for the same. In any how she do not want to give custody of any child to him. As 3 ½ years son is already in his custody. What should we do now. I think he will never allow her to visit her parental house with her both children.
Her elder sister-in-law and her husband both are working in mantralaya. Second is in a village and her husband is doing farming. And third one is living with her husband in a city. But all three has total control of her matrimonial home.
She wants to teach her husband, her mother-in-law and all three sisters-in-law a lesson for destroying her and her children life.
What is the best remedy to punish all of them. If she filed cases at her parental house than whether they will transfer at her matrimonial place or any other place i.e. A or B as some part of cruelty were performed there. her parental house and her matrimonial house are in different states.
And please tell about custody of children as it is a major point of all these things. Whether her elder sister-in law working in mantralaya at post of steno will taken any un law full favour from her post or make some other hurdles as she and her husband are working at mantralaya and also know some of MLA, MPs and ministers.

file Dv case against husband , in laws and sister in laws . seek protection order , compensation for mental torture . she can file complaint at place wherein she is currently residing

she can also file for divorce , seek custody of her 2 children . court will generally award custody to mother only . husband will get visitation rights .
