Dear Mr. Mehul,
1. You are being allured by the offer of flat discount since the developer is in need of funds and for that he is asking for 40% in black dealing.
2. If you feel assured that the developer will offer your such flat discount then you can ask him to execute a notarized affidavit confirming the agreement to offer the discount at a mentioned price. As also a notarized affidavit giving you the allotment letter then this is a favorable proposition that can put your anxieties at ease.
3. If he agrees to such proposal then your risk will be mitigated and you can then decide to give him the ratio of money that he is desiring to receive for such agreement.
4. If you need to feel rest assured of the proposition of the developer you may opt for further discussion and private legal consultation with this lawyer so as to allay your doubts. To get my contact details click my name (expert) shown in the L.H.S. margin of this reply format.

the proposal what has been suggested by one of the experts here will ruin you if you have not understood the concept properly and get trapped with the issue, better do not fall prey for such concessions because who knows what is hidden for you in the form of fate which you will start cursing once you are doomed.
Better consult a local lawyer and take his advise but better do not rush for such attractive offers.
