Cognitive crime fir no action taken even after 4 days

Respected Lawyers and Members,
I wanted to seek your suggestion in a critical security matter of my family.
I am a software engineer working in NOIDA. My native place is at Muzaffarpur Bihar.
My Family consists of (Mom, Dad, Brother, Bhabhi (Sister In Law) and Bhatiji) lives at Muzaffarpur city , Bihar. My colony is adjoining to a Basti.
One day (24th October) my mother saw 2 guys from that basti beating an old man badly and stealing money from old guy. Well my mom and couple of more people had seen both guys doing that and my mom asked them "Why are you beating him! leave him". Well after listening both of them being annoyed climbed on my house bramda and move towards snatching my mom gold chain. My Bhabhi saw from top floor and came down. Well then 2 of them thrashed and beat my Bhabhi for several minutes. Very few people came forward to help. After some time they gone from the scene.
At that time none of the Male available in house. My dad immediately came back and my bhabhi has been taken to Hospital for medical examination.
We contacted a lawyer too so we can frame case in better way. Well after good effort we were successfully registered the FIR on 25th October afternoon with 5 different crime act including attempt of Rape.. We asked our local MLA to push police for hard action, he did it for us. Police on 25th says we will take action after 2 days as Chief ministers are on visit. Then again after 2 days they say they will take action before 28 October. Well this date also passed.
Please note, both of the guys were SC and they threaten to file harizan act based case.
Well after couple of days of this incident both of the guys can easily be found hanging here and there. It makes our moral really down.
Currently we are seeking immediate action from Police so they can put in custody and we can have a legal fight for this cognitive crime.
I want you expert to guid me so I can move further.
Note:
1. had not sent any email to higher police official or higher authority till date.
2. My bhatiji tried calling 100 many times that doesn't work. Somehow some another number has been given by somebody else and police came.
3. People from this Basti are very known their quarrelling nature. One family in this Basti had beaten several Male in our Colony due to very minor dispute. I am explaining it to explain the environment. never ever some body had done any kind of Police Action.
4. We are determined to take legal action

Thanks for very quick reply.
In first FIR (25 Oct 2014) we had already mentioned about that harizan act threat, so that is already catered.
We wanted to know about the steps using which so police can take action immediately. They are doing the delay without any reason.

Since the Act is repeated file a fresh complaint and obtain a Fresh FIR Stating the Full Details.Then Post Please.

Sorry for misunderstanding! but they had not repeated the act. Because these guys lives in near to our house we saw them.
Do we really need to file fresh FIR. Don't the police need to take action based on existing FIR.

police have to take action based on existing FIR . if police are refusing to investigate meet SP of police . send copy of your complaint to Commissioner of Police

Thanks for suggestions. We meet with SHO today and he make sure us that they will caught culprit in few days. And to have patience. Well we in family, decided to have some faith for few days.
If still they will not take action we will definitely seek higher officials office.
