In a Department enquiry the Charged avoiding his presence by one or pretext. Can the enquiry be completed by giving a final notice to him.

Respected Sir,
I have no concern with enquiry. My department official asked me my view on this issue. Being a login member, I would like to know the respected experts suggestion on this issue, Sirs.

the query is vague.
I how many times and at what stage he failed to be present on "one pretext or the other" were all and each reasons justified in view of the IO.

Dear Shri Sanameswara Rao,
When have no concern with the disciplinary case and you also do not know the inquiry procedure, why you try to become a source of bias of the I.O. and communication gap between the your departmental officer and experts just to unduly influence the inquiry, which is clearly against the principles of natural justice.
If the inquiry officer does not know the procedure, he should have declined to become the inquiry officer in the case. For the sake of natural justice, you should not become the source of half baked inquiry procedure. The inquiry officer should go through the detailed inquiry procedure before conducting the inquiry.
