Is it necessary that departmental complaint is in the form of affidavit

I put a complaint against any officer but department of that officer tells me that you should put the complaint on the Affidavit then they will take necessary action on my complaint so please tell me that Is it necessary that departmental complaint is in the form of Affidavit and which is the rule

No affidavit in departmental complaint. Ask the officer to respond in writing to ask for the affidavit.

If objection not received in writing write to higher official, use RTI to know the status of complaint and rules under which affidavit is required..
