In Sra project Annexure A (exact letter not sure because while typing did not refer the rules again) is the list of people who are eligible for free housing in Special project under Maharashtra Slum Area act
The procedure adopted is that specific builder /contractor etc. keeps the project in front of authority , that 50 - 100 slum dwellers are ready for implementation of the project and they give consent to Registered contractor or builder or in special case Contractor give an undertaking that he will fulfil the terms before getting required permission for starting the project.
Whole matter comes under provision of Maharashtra Slum area act
1) Individual slum dwellers need to give consent in prescribed form to specific builder and SRA
2) He has to give proof that he is residing there before the year 2000
3) further details as per standard form
4) All series of evidence that they are residing before 2000
5) They are scrutinised

Internal procedure is lengthy because it is special project where SRA acts as guardian of the project , every thing runs on SRA name , Builder acts like contractor , eligibility list is fixed (There is lot problem in it , including slum politics etc)
Various dept. clearance is required like the owner of the land , If the land is owned by state govt then permission of state is required if the land is owned by railway or other authority then that authority permission and fulfilment of condition is required , etc.
So, in short, it is complete legal project management which takes place from land to co-operative society to all .
When most permission is given then they publish Annexure A (stating following people or families are eligible for free housing like eg 50 -100)
Time taken to get such permission depends upon so many factors that it can be written or told fixed , if the project is on central govt. land then central govt. permission is also required and till then project does not move so annexure A is not published if state then state govt ask 25% of ready reckoner price from the builder (If it is changed recently I don't know but this was GR year or two back)
So final Annexure A is like getting result who are eligible for free housing and before it is given to public all formalities are required to be completed properly .
So how to create Annexure A is like , the question how to implement Slum Area Project legally , where everything is involved
For individual slum dwellers or resident it is just submitting their residence proof of pre-2000 but back end whole law is implemented on various aspect and then finally list released
