Can i file complaint in court about non-judicial stamp paper

Please any criminal advocate give me answer. Can i file a complaint before majistrate court about fake non-judicial stamp paper which was certified by the stamps and regestrating authorities as fake. so can i file complaint about it in court without giving complaint in police station.

Court would only give directions to Police to implement investigation and at the maximum the Concerned Stamp Vendor could be arrested and major kingpins would escape.

Late Abdul Karim Telgi the man behind the scam of duplicate stamp papers worth several crores only he was arrested.The registrars were not taken in to any action and even the registered duplicate stamp paper documents were not cancelled and not implemented with any action which is ofcourse difficult and impossible also please
