Exploitation due to inclusiion of name in 7/12 extracts

Dear Respected Members,
During the regime of Indira Gandhi, KUL Kayda was enacted. According to this Law, the tenant of the agricultural land were made the owners of that land they were working on. Hence, because of this, Land was allotted to the tenants of that time, for agriculture purpose. And the 7/12 extracts contain their name.
Before 20-30 years, the population in that area was not too much. The so called Tenant turned Owners used to give the land to other people on lease for residential purpose. ( The Land is Agricultural Land: Govt had given the land to this tenant turned owners for agriculture purpose)
Now, the population is very dense in that area. And whosoever goes for construction in that area, since they cannot give on lease the said agricultural land neither they can sell it, whatever construction is coming up in that area is Illegal Construction.
Because, the 7/12 extracts contain their name ( Tenant turned owners), this people ( Tenant turned owners) demand hefty sum from the people residing in that area.
This is a kind of EXTORTION AND EXPLOITATION.
So, my question is whether a PIL can be filed in the court of law for the removal of their names from the 7/12 extracts ?

It is buyers' beware. If the buyer is proceeding with the purchase despite being aware of the ongoing legal implications/problems, there is no answer to this legally. If 7/12 is the only legal document, the holder of the said document is deemed to be the title holder of the property, so he becomes the vendor, decide about the hassles before venturing into such projects. I do not think any PIL will be of any use in this regard. Consult a local lawyer expertise in the field before deciding about next course of action.
