I own a Fireworks selling shop.Recent notice from the District Collector instructed to comply with Rule no. 83(4)a - Emergency Exit.Since the premise is rented, the landlord(society) does not permit me to make an emergency exit. Please give me an advice.

As per the Explosives rules you need to provide emergency exit in the places of manufature / storing/ selling the explosives. Since the fire crackers come within the meaning of the explosives, you need to provide, otherwise, license may be cancelled

If you cannot observe the rules and regulations of fire rules then you have to talk with your landlord regarding the observation of the rules and it is very much clear that with out the consent of your landlord you cannot do the business of fireworks selling.

Give a notice to the Landlord.If he is reluctant to give permission you can move before Court for Mandatory Injunction.
