"family" includes the following relatives of a Government servant, namely:
(1) for the purpose of a death gratuity,
(i) wife in the case of a male officer,
(ii) husband in the case of a female officer,
(iii) sons including stepsons,
(iv) unmarried and widowed daughters (including stepdaughters),
(v) brothers below the age of 18 years and unmarried or widowed
sisters,
vi) Father;
(vii) mother,
(2) for the purpose of a family pension,—
(i) wife in the case of a male officer,
(ii) husband in the case of a female officer,
(iii) minor sons including adopted sons,
(iv) unmarried minor daughters including adopted daughters,
(v) dependant parents.
Note.—Adoption or marriage after retirement will not be recognized for the
purpose of family pension.
(f) "pension" except when the term "pension" is used in contradistinction to
gratuity, "pension" includes gratuity.
(2) Unless there be something repugnant in the subject or context, the terms
defined in rule 5 of West Bengal Service Rules, Part I, are used in these rules in the
sense therein explained.

I seek liberty to disagree.
The definition of family of Govt servant varies according to every set of rule. It is different for PF EUles, pension rules, medical attendance rules, LTC, condut ruls, Govt accommodation etc.
Please specify in what context you are asking.
As far as I understand grandchild does not fall in any such definition except tht the grand child and his spouce has a right to reside in Govt accommodation of Govt servant.
