Family problem - plz advice

Dear,
there is a unexpected problem in our family,
We are 5 siblings, 1 Bro and 4 Sis, 38 years old Brother is eldest and still unmarried. His behavioural symtoms are like those of Mentals, he behaves nicely with others but whenever he sees us family members he starts shouting starts following us to beat us, when we all sisters were not in home he beated our parents like hell, he followed them and beated them and shouted on them like hell whenever they ran away to save themselves from him as 2 elder sis are married and 2 sis were studying away from home, so parents and this monster brother were alon living in Home, 1 day he beated my father that he fell unconcious and fell ill for long time we took him to hospital but couldnt save him. but still my brother was same, now he was after my Mother and all we sisters, so we ran so far from home and lived there for 5 years didnt go back to Native as we were so scared of him. but now after 5 years news started coming from native place that he still same and even started harrasing my those 2 married sisters, and waiting for us so that he can beat up us also,
actually he was always like a monster but we couldnt notice it as he was the only son in family and we all loved him blindly. Now after 5 years we have been fad up living in fear of someone and that too away from our own home, village, away from our relatives and those 2 married sisters, now they also want us to come back and face him. Please give me a suggestion what Should we do, how should we face him, how should we control him, now a days he has become harmfull for others also, he has started misbehaving with others especially Girls also, but no one is doing anything just in fear of getting caught up by Police and nobody including us want to srewed up in all such police wolice wala lafda as earlier also we tried to complaint in Police but they didnt fill up FIR saying its all ur family issue and we cant help it. Plz plz plz give some advice.

This is really very serious problem and even heard for the first time by me.
This is not a problem within a family now when your brother treats similarly to other girls of the village. Villagers with you sister need to personally meet the police authorities and should request to arrest him and provide him mental treatment in a special hospital as he is danger for the safety and security of the society in general.
Even Sessions Judge has been empowered to take care of such mentally retarded persons.
