We do not fix university fees .All universities are autonomous bodies and are created by legislation then questioning their fee structure may not be found illegal in situations told by you. They may place several valid logic behind it.
Moreover in my view universities are providing education @ lowest fees structure when you compare it with IIMs or private players only then you shall stand to understand.

I do ot find anything amiss there.
Revaluation is a separate job for which the University may fix higher fees than examination fees.

It is University Rule.
Probably otherwise all will go for Revaluation.
Probably cost of revaluation incurred by Uni is high .
So it is Legal & Justified.

Thanx so much for the replies!
My college is affiliated one.. not University campus.. n how abt tht, previous marks in a single paper vary for abt 30 marks compared to revaluation!

Even Affiliated colleges are also under the autonomous rule of a particular university. Some time calculation of marks are varies.. ..its human error or for some other reason. for that also you have the remedy of re-reimbursement of revaluation fees.
