File contempt of court

I want to file contempt case against central information commission, because in the month december, honorable delhi hight court decided a suit against cic, for sec 18(complaint of RTI), MY RTI complaint was decided by cic as appeal under sec 19(3) can I file without advocate, if yes then guide, how

You can file your own case yourself, no restriction. It is always better to engage a lawyer as before High court it would be difficult for a layman to present his case.

Whether in the given insufficient facts contempt case be filed or not can not be advised.
