Can I file OA in CAT MUMBai against the appellate order , when petition is pending with the authority w e f 12-05-2014 against appellate order dated 17-09-2013 , advice for the best lawyer for the same

What will you achieve by filing O.A. before the CAT?
The Appellate Order was dated 17.9.2013. You filed a petition against it after 8 months. But you want the Authority to decide within 3 months!
By going to CAT, you will only be wasting your money. At best CAT will only direct the Authority to dispose of the petition within say one or two months. But, that may not be the end of the road. Probably, enraged, the Authority may pass adverse order. (I am not suggesting that by your not approaching the CAT, he might have passed any favourable order.)
All that I am saying is allow things to take their own time, unless you are otherwise affected by the perceived delay in disposal of your petition against the order.
