Fir for theft of property

1, FIR LODGED FOR STOLEN PROPERTY.
2, Police did not able to trace the culprits and property even after one year. The police filing untrace report copy to me but did not filed any challan in the court of law.
3, What action to be taken against to make crimilal law in motion through state.

In a case of theft, police have their limitations.

Culprit was not arrested / caught, filing of challan was not possible.

If the thief could not be caught or the property could not be traced, then even police cannot do anything. Thus they will close by obtaining an endorsement as not traceable.
