Fixation of LAND USE by TOWN&COUNTRY PLANNING

Can Town & Country Planning Departmt. decide landuse of any private land of any person as that land is on NATIONAL HIGHWAY.Only that land is having residential land use and other lands in that area comes in to mix land use or commercial. Is there any case law for that?

Town planning dept.prepares zone plan to regularize the growth. Before sanction by state govt the owner can take objections. afterward also minor modifications are effected.

Yes, objection has been taken within limitation period also they have accepted that the useage of land should not be residential as it's on National Highway but till now no action has been taken.One person suggested that they need bribe to convert it so, is there any case law regarding change of land use as per need of owner of the land?
