Fixation of pay on direct appointment to higher post

Respected Sir,
I was appointed as clerk on 12th Nov’ 2005 as a direct entry candidate and further appointed as Stenographer on 21st Oct’ 2009 as direct entry candidate while I was drawing basic pay Rs. 10840/- (Rs. 8,440/- + Grade Pay Rs. 2,400/-) in the previous rank and DNI was fixed on 01.07.2010. On selection to the post of Steno, I had tendered my technical resignation from previous post of clerk and I joined post of Stenographer on 21st Oct’ 2009.
2. At the time of fixation of my pay in the post of Stenographer, it was fixed at the initiation pay of stenographer i.e. Rs. 11,360/- without giving any notional increment as per FRSR 22 (I) (a) (I) i.e. fixation of pay on promotion or appointment to another pay involving higher responsibilities.
3. Keeping in view of above, it is humbly requested that my case of pay fixation may please be looked into and clarification in this regard may please be intimated for which I shall be highly thankful to you.

you asre entitled for fixation of pay just in the same manner as in case of promotion. read FR22.
In case the admini does not agree the you have a right to appeal to the authority higher than appointing authroity for your post

You have not mentioned which service rules are applicable in your case so better to go through those rules first.
