If the construction is as per The Haryana Apartment Ownership Act, 1983 (Haryana Act No. 10 of 1983)and as per the rules under The Haryana Apartment Ownership Rules, 1987
(Dated 20th November, 1987) sale can be done. Contact a local lawyer aware of local rules.

Minor can purchase property through his guardian.
