Normally pay protection is not given if employee is recruited to lower post from higher post. As per rules an employee can apply for only higher pay scale post.
a Government servant shall not be transferred to, or except in a case covered by Rule 49, appointed to officiate in a post carrying less pay than the pay of the post on which he holds a lien.”

Whether new assignment is also under Rajasthan government rules and your appointment to higher grade is secured through proper channel ?
