Yes foreign nationals permitted to visit India under BUSINESS VISA and it is mandatory to take clearance from MHA (Foreigners Division), New Delhi for the same.
Business visa is granted to a foreign national who wants to visit India to establish an Industrial/business venture or to explore possibilities to set up industrial/business venture or wants to purchase/sell industrial products in India.

Depends for what purpose you applied for VISA to visit India. If your visit was proposed for some purpose other than as a business trip and you get involved in some business activity without specific permission of the concerned authorities, naturally you can be questioned and booked any time by authorities for violation of the laws of land.
