The rice, peas and grocery purchased was fully distributed in flood relief camp on minor major basis.(Minor 320 grams and minor 160 grams per day)
Witness denied the vouchers of the purchase.
But actual purchase and payment of price was admitted by the witnesses when examined.
There is no complaint about conducting of camps and distribution of food meterials to inmates.
Price of rice decided by government on minor major basis after the camp concluded and it was much lesser than actual market rate paid by accused.
There is no gain of money to accused or no loss to exchequer
Whether the accused is liable for creating false vouchers for the purchase of rice etc under section 409, 468 471 and 477A IPC?

It depends upon the contents of FIR whether the chain of events do establish prima-facie change or not and if no such allegations are there then argue on charge or go to high court for quashing.
