Sir,We are staying in a complex and there are 128 flats but only 40 flats are done there Regestri,Can we form an Association and it can be Regd.

What do you mean by registration?
If you meant to say registration of sale deed then in the context of consistent refusal of the developer to register the flat would require to file complaint in the Consumer Forum.

Forming of Association would not cause any difference as far your problem at hand is concerned.

You can form an association. Let all the members join at a latter stage, if they need service of the association.
