Formation of a coop hsg socity

WE 80 MEMBERS HAVE PURCHASED LAND. NOW WISH TO FORM A COOP HSG SOCIETY AND GIVE THE LAND FOR DEVELOPMENT TO A BUILDER. OUT OF 80 15 MEMBERS ARE NOT IN FAVOUR OF FORMING COOP HSG SOC DUE THEIR PERSONAL INTEREST INVOLVED IN IT.PL LET ME KNOW IF THE MINORITY MEMBERS CAN STOP FORMING A COOP HSG SOC?
