The meanings of the general dictionary words are not explained in law. You may find the term even in some ordinary dictionary.

You, being an advocate, should have possessed some standard dictionary of legal terms. Of course, everything cannot be explained in individual laws to make the laws extremely bulky for the lawyers and laymen both.
You can find the term of "privacy" explained in various common as well as law dictionaries.
For your information, as per the Black's Law Dictionary, "privacy" is explained as follows:
The right that determines the nonintervention of secret surveillance and the protection of an individual’s information. It is split into 4 categories:
(1) Physical: An imposition whereby another individual is restricted from experiencing an individual or a situation;
(2) Decisional: The imposition of a restriction that is exclusive to an entity.;
(3) Informational: The prevention of searching for unknown information; and
(4) Dispositional: The prevention of attempts made to get to know the state of mind of an individual.
