R/ Sir,
Where i reside has none facilitated with sewerage, drinking water supply, deep tube-well water, concrete road and more... Since several request entrusted to appellate authority i.e- Urban & Rural, hence no action taken by no one in this regard.
Therefore, I request your kind suggestion that whom I address the grievance or suggest any legal action if I can take further.
Foremost note, we are in fatal situation and seeking your help to get these all aid.

Depends upon where you are living, i.e., in approved colony by any civic body, jungle or desert, which you have not mentioned.
You have to give description of the area you live and whether other habitation is there and how they ar living there without any such facilities that you mentioned, like, "sewerage, drinking water supply, deep tube-well water, concrete road and more..."?
You have also not made any mention, which appellate authorities, you have tried so far, as you stated, "Since several request entrusted to appellate authority i.e- Urban & Rural."

In the given facts agree with the expert P.S. Dhingra.
However, it would be better to shift in a area having facilities, if not able to continue at present place.

As desire my residing area Under Howrah Municipal Corporation (HMC), Howrah, West Bengal, and Grampanchayet is Thanamakua, P.S & Block – sankrail, Howrah – 711109.
Appellate authority are I have applied (HMC, Urban Development- WB, MDWS, DPG, CPGRAMS) and lot.

No, the all area under HMC (total Wards 50) are mobilized and rejuvenated except our area Ward no 45.
That’s why I seeking your reply, we the people are ignored in mean said facilities where many governments has been changed since the region are remain same.
As it is under Mouza (added area) meanwhile Municipality / Panchayet don’t bother to intervene in this area as it is treat as Border of India.
Please note, my last appeal towards Drinking Water under minister Drinking Water MDWS, while PHED ( Public health Engineering department ) are responsible to supply water under Rural & Urban sector as per notification, since they clearly refused the matter.

People of your area, as a group, must catch hold of the municipal councilor, MLA and the MP of your area and make them realize their moral and responsibilities towards public, who have elected them.

Really strange proposal that reveals as if you want solution to your academic problem, not for your real problem!
Even if there is any truth in your description, you would have preferred to adopt some practical route to get your problem solved easily and at the earliest possible. But your last post clearly reveals that you don't prefer to get your problem solved in practice and prefer to adopt legal route to waste several years of your time to fight an unusual battle against the administration.
If you want to go to court, contact some local lawyer, discuss your problem in detail, show all the documents you have as evidence in support of your claim and file a case in the court of law as per the advice of your lawyer.

Mr. Manish Sikdar,
Sufferers' first preference is to seek easy and time saving solution, not a complex, costly and time wasting solution. Even if you are right and go to court for solution there can be several ifs and buts of executive rules and conditions, which the executive can raise and you would not have been complied and even your lawyer won't be able to justify.
So, I have suggested you to catch hold of your elected representatives.
If my suggestion is not found feasible, I have already suggested you to contact some local lawyer, discuss in detail and file your case. You would also be able to gain some costly experience, may that result in to success or failure.
Casual query at LCI may not get you any workable solution, if you really are bent upon to undertake the litigation route.
