If the service book belongs to you, then you can ask for a copy of the same. The rules provide for it. However, you will not be able to get a copy of somebody else's service book.

Service book contain personal record of the employee which cannot be provided to you (for someone else) without his/her permission, even under the provisions of RTI Act, 2005.

Please do not go about in the rounds. Please come straight.f Whose service book that you are trying to get? Is it yours? If yes, apply for it straight away. You will get it.
If it is of somebody elses, and that somebody himself can apply for and get it and make it available to you (instead of giving written permission). You can ofcourse bear the costs.

Not a legal problem. Your father could have directly applied to his employer. Nobody, including you, don't have any right to ask for a copy of service book of your father.

Whether service book will be helpful or not that depends upon rules of NRC. Consult the concerned department dealing with NRC.

Whether your father is alive?
If so, ask him to apply to his department for the copy of his Service book. They will charge some amount for making photocopy etc.
