Gift to trust

Can the owner of the property gift the immovable property to the trust at his/her will when the testator has clearly mentioned in the will that "THE PROPERTY SHALL DISPOSE OR DIVIDE BETWEEN THE CHILDREN"??

Testator=My Father
Owner=My Step Mother
Total Children=3

Repeated question. Be sure law cannot change by posting query severally and even if some one replies in your favour also. If not sure, you can try yourself by filing a case for stay order. You will experience yourself that the as per will of your father, your step mother can either dispose or can distribute the property among the children.
