There are many lawyers in Pune. enquiry at the courts of Pune or search google for a lawyer who have experience in service matters.
Sudhir Kumar, Advocate (Expert) 16 February 2018
First of all beware that licensed lawyers are not permitted to appear in departmental inquiry unless specifically allowed by Disciplinary Authority.

Hope Mr. Sudhir Kumar would like to recheck position with reference to his reply, as half of his reply seems to be wrong, particularly if it is the Disciplinary Authority or the Inquiry Officer, who allows a lawyer to defend departmental inquiry case and in what specific circumstances.

Mr. Pravin,

Of course, a practising lawyer is not allowed to defend an employee in a departmental inquiry case, unless the department has engaged a lawyer to present its case during the inquiry proceedings. You may have to find some experienced and knowledgeable Government employee to defend your case, as your Defense Assistant.

Sudhir Kumar, Advocate (Expert) 16 February 2018
He has not stated as to what is the organisation. Govt/state deptt/PSU or Autonomous/Local body.
Dr J C Vashista (Expert) 17 February 2018
Seek help of "some" local knowledgeable employee to defend your case in departmental inquiry if the department has not engaged any lawyer.
Ms.Usha Kapoor (Expert) 21 June 2018
