Hello Sir's
I want to purchase a villa that is being constructed in the village that comes under 111 GO, and the lay out was approved by Gram Panchayat in the year 1996, i came to know that gram panchayat is not competent authority and Hyderabad metorpoliton Development Authority is competent to give approval for layouts and building permission under 111 GO, pls clarify which is the competent authority and what are the rules under 111 GO for constrution.

Meant to protect the catchment areas of the two lakes, GO 111 identifies 84 villages upstream of the Himayat Sagar and Osman Sagar and prohibits polluting industries, major hotels, residential colonies or any pollution-causing establishments there.
the Hyderabad Urban Development Authority (Huda) says GO 111 only forbids development in the 84 upstream villages but allows it everywhere else within the 10 km radius.
However, the Pollution Control Board (PCB) flatly says all development in the 10 km radius is banned.
The PCB says its interpretation of GO 111 is based on legal opinion sought from the advocate-general. Issued in 1996, GO 111 is an amended version of the earlier GO 192, which prohibited all development activity within a 10 km radius.

obtain necessary clarifications from hyd authroity . obtain approval of layouts from hyderabad authority .
