Gratuitous licensee calming as tenanat

Person “G” has property having 2rooms at ground floor and 3 rooms at 1st floor at H, pune.
The another person “P” occupying the 1st floor 3 rooms and the p is the only gratuitous licensee of previous owner, now the P calming as he is the tenant from past 10 year and he is not having another her property option to leave, and he is not having any document like rent receipt or leave and licensee agreement .
Actually “P” is also occupying another property in narayan peth , puneand the official address of P is Narayan peth pune
Official address: ration card, election card, pan card, electricity bill and address mention in RTO office when he purchase bike before 10 month
Now “P” is calming as he is tenant and the case is in small cause court from last 2.5 year.
My question- can I file the case directly in to high court? Otherwise it will take 10 to 12 year to solve this small issue, my property gov. price is 18 lac
can I (G) file the case directly in to high court?
Or what is the solution

Subject matter of the suit bing tenancy and eviction of a tenant, you cannot directly file any suit in the HC. You have to patiently wait for your turn to come up in the court where you have already filed the suit.
