My father met with an accident 24years back and from then he is staying at home on bed. I lost my mother on 02nd November 2014, who was my father's care-taker. Now,my brother want to be the Guardian for my father and want to take over the pension and his care. I want to know what are the formalities to be done for this.Earlier, my father worked in Central Railway, Nagpur.

He need not be gauradin if your father is mentally fit. A properly executed POA would take care of everything.

If he want that the pension be credited in your brother's account, it is rather not possible. Your brother can take POA of your father.
Alternately pension can be withdrawn from the account through ATM facility.

POA can't help in the family pension case. Onnly your father is eligible for family pension of your mother. Your brother can't act his guardian unless court grants him guardianship of your father that too if he is proved of unsound mind medically.
