harassment by police n detaining for 3 hours

Person was detained by police for 3 hours n thrashed as he could not pay money to complainant for goods delivered. He assured him to pay but demanded more than due. Complainant also mobilized goondas wuo has influence with police. What advise n action be taken for harassment by police n goondas
