1.is it an offence chargeable.
2. whether the law compel the driver to wear helmet

DRIVER MUST WEAR HELMET.

Safety First.
Law compels;
but one must do it for his own Life.

How dare they drive?? & Why Traffic Police ignore even a single person?? It must be willingly followed.
