Dear Sir,

Is there any High court direction/ circular for expeditious hearing on day to day basis in the matters pending long ( 2008)?

I am not aware of this. However writ under Article 227, the High Court could order the same on case to case basis.

No. There is neither such notification nor can such be in near future until and strong mechanism is prepared to do so.

You talk of 2008, cases of 1960 are still pending in various courts.

No such specific circulars are issued. But in several cases the judges passes "Rationes decidendi" it make the lower courts to oblige the same.
