Holding degree by college

Dear Experts

My Son studied in Chennai from a leading College and completed his B.com during the Academic Session 2012-13 to 2014-15 and cleared all the 6 semester and secured Good marks now following Higher Education. The College is holding his degree due to the reason he has not fully attended outreach social activities & services due to the simultaneously other entrance examination & course. MY son as well as me, approached college Authority and came to know, they are asking Good donation to Outreach club, to issuance of course completion certificate and degree. Pl advise me what are the rights of a student and how to approach to Court of Law in writ petition thanks

Is it part of curriculum and mandatory to attend this programme?



Is there any paper on this subject that is to be passed?



If your son is not deficient, has been allowed to sit in Exam by Univ., has passed the exams,and degree is to be released then college should not withhold.

No Evidence,but a known professor was with me that time. but College is defame in this matter it is even come under media, already their Association filled the suit on college. I asked admission form copy under RTI Act, they refused to give copy of admission form,saying it is not public documents, but retain fee what I paid Rs. 50/-but refunded in form od DD Rs.40/-

A suit has already been filed by Assc.! (which Assc)

Copy of documents can be asked in suit.



Media has highlighted the matter.
The Univ., UGC,court can take notice.


Write to Principle and demand to supply the 'course completion certificate and degree. ' under proper acknowledgment.

Let them reply in writing.

What are the certificates they are holding back? The degree certificate is issued by the University and not the College.

It appears that your query is based on asummptions and presumptions than hard facts.

Sir, Degree is issued by college but college has to issue the course completion certificate for processing degree from University of Madras, and for that Rs 200/- fee is charging by the College. Outreach club is a social service not the Academic,

Pay the fee and obtain the receipt.

Thereafter ask in writing from college on which date they have processed the requisite register/form to Univ for issuance of degree.


Attach receipt of fee and ask Univ. under RTI.

The act of the college is entirely illegal. Once degree has been issued by university and has to be handed over to you by the said college, its totally illegal to charge in the name of non-attending of a particular class or subject. Serve a legal notice to the college as well as to the university and also pray to the university to cancel the recognition of such fradulant college which is so infamous for the similar activities. If despite of legal notice, no action is initiated, file a writ petition in the High Court impleading university as one of the respondents.

thank U Sir,for all this reason asked the college under RTI to send admission form copy but refused by them . I filled appeal before the Joint director of Education against their refusal but it is more than a month not replied. further I wrote the letter to college Principal not replied so far. Now shall I issue the legal notice adding VC University of Madaras as second party and after shall I file WP in Madras High court.Pl let me know any advocate in Chennai who can take educational such type case in chennai
