This is a new expression. In Maharashtra state land lords execute what is called leave-license agreemnet. This is not a tenancy agreement; but merely grants permission to the person to use the premises temporarily for an agreed period. The person will be under a legal obligation to vacate the premises on the expiry of the agreed period. Failure to do so will result in heavy damages in addition to summsry proceedings toevict him from the premises. What u are referring may be something like the LL agreement mentioned above. The contents of the LL agreement is totally different from a lease deed.
