How to change name in legal documents

Sir
I have property, my grandfather has taken this on rent basis for 99 yeras,after some time grandpa expired, documents changed in grandma name, now grandma is expired, now i applied to change name in all documents as am the legal nomini of the property, but Tahasildar office has replied me "You can not change name as your grandma name in the colum 'where the Farmer is the landlord'(Uluvavane Bho Nalika)ie, where farmer using the land he is the owner of the land, This rule has came in the time of Primeminister Ms Indiragandi, So Plz advice me what can do this case

Is it an agricultural land?whose name at Record of rights now? though the former ie. ultimate cultivator becomes an owner the procedure of ATL should be carried out.

Earlier it was agriculture land but now it become town area, Original owner name is there in owner's colum & our grandma name is in user name, how to change their name. plz suggest me.
