How to complain to ombudsman

hello everyone ,
i have applied for a LAP (loan against property) in a bank 4 months back, there were various application forms have been submitted along with numbers of documents in last 4 months as asked by the bank's representative , login fee of Rs. 2500 and processing fee of 42000 has been charged by bank through cheques, which is applicable on loan amount ,
loan agreement has been made and terms and conditions on sanctions have been signed by me and provided same one copy to me .
few days back i have received a message on my mobile that Your loan has been sanctioned , but still i have not received same,
plz guide to whom to be complain make , because i am not receiving a reasonable reply from bank.
is it fruitful to complain to Ombudsman ? will they really help me ?
what is procedure ?

Contact the sanctioning authority, complete the agreement / documentation and avail the facility.

Documentation / stamped agreement need to be executed before disbursement.

But I have already done agreement in stamp which are submitted there around 14 stamp agreement made on which bank authority have pre defined data were there and same has been stamped but don't have any receiving to me

but mam as i have told that i have allready submitted lots of stamp papers and affidavits and legal enquiry and valuation reports also conducted by bank and same had been positive , only upon that basis i have received sanctioning massages on mobile and sanctions terms and conditions have been agreed by both of us but now banking representatives only making delay without giving any justifiable reply and making excuses like there is technical problem sometime says that higher authority is not available and mobile is swittched off etc. software error ,
but at the time of charging fees the whole system was okay,
where to complain plz advice

Whether the Bank is PSU or private ?

For PSU Bank lodge complaint to its Chairman, General Manager, Regional Manager.

Use RTI to know the reason of delay in disbursement.

Write to the Branch to provide you certified copies of all documents you have submitted as per RBI guidelines.

RTI not applicable in private Bank.

Can move consumer forum for deficiency in service if loan not disbursed after issuing sanction letter.

there is another issue like first EMI has been conducted by today but no loan is credited into our account as yet and no proper reply is giving by bank,
