How to get government recognition for music training institute

My friend is running musical institute in mumbai. But he wants to know where and how to register his institute and how he will get government recognition?

what do you mean by ' govt recognition'?
To run a musical institute one does not require ' govt. recognition'.

no sell only teaching, some institute provide registration no. on certificate which they give their student. From where they get such registration number.
