Two options you have:

1.File a writ in high court,or
2.a suit of injunction in civil court.

Option 1 would be better.

Yes, FLING Writ petition would be better option.
Is it with regard to construction of NH 34?

This is an illegal act on the part of all concerned officials. Not only a civil remedy to stop the further construction and compensation for the illegally dismantled house should be filed either by way of writ or civil suit but also a criminal case lies against all such officials in their individual capacity as there is no such authority with any officers to take law in their own hands. Engage a competent local lawyer for this purpose.
